Shandong Hazardous Chemicals Project Gradually Resumes Trial Operations in Batches

The trial production of hazardous chemical projects previously halted in Shandong Province has shown signs of relaxation. Recently, the Shandong Provincial Government Safety Committee Office and the Provincial Safety Supervision Bureau issued the "Shandong Province Chemical Plant Safety Trial Operation Specifications" and the "Ten Prohibitions for Shandong Province Chemical Plant Safety Trial Operations," deciding to initiate the trial production of hazardous chemical construction projects in phases and batches.
The above documents clarify the essential conditions, basic procedures, and standard requirements for the trial production of chemical plants. Enterprises are required to formulate a trial operation plan before trial production, comprehensively verify the debugging status of various equipment, facilities, and instruments, and fully implement various safety management and emergency support measures.
Shandong Province stipulates that new chemical plant trial production enterprises must promptly commission a qualified safety evaluation agency to conduct a safety acceptance evaluation of the construction project after its completion, comprehensively carry out safety inspections, and confirm the trial production conditions. Within 10 days before the trial operation, the trial production enterprise must submit the trial production plan, the signed confirmation opinions of the design, construction, supervision units, and external experts on the trial production plan and conditions, and the safety evaluation report issued by the safety evaluation agency to the local safety supervision department in writing. Upon receiving the report, the safety supervision department must conduct a key inspection in accordance with the trial operation specifications to ensure that safety precautions are in place.
Since August this year, trial production has been suspended for some enterprises in various regions of Shandong Province. After halting production to investigate and eliminate hidden dangers, a large number of safety hazards in equipment and management have been addressed. With the approval of the Shandong Provincial Government, it has been decided to initiate the trial production of hazardous chemical construction projects in phases and batches. From now on, for chemical construction projects subject to safety review by national or provincial safety supervision departments, as well as projects not involving "two key points and one major" (key supervised hazardous chemical processes, key supervised hazardous chemicals, and major hazard sources), trial production will be initiated according to procedural regulations if the conditions are met.
For other chemical construction projects, trial production will be initiated according to procedural regulations starting from November 1 this year. Enterprises that meet the trial production conditions can proceed with trial production only after being reviewed and approved by the local safety supervision department and reported to the municipal or county (city, district) government for approval.
Any trial production that does not comply with the trial operation specifications, does not meet the trial production conditions, or has not confirmed the safety conditions before trial production and has not implemented the chemical plant trial production reporting system is strictly prohibited.
