On November 5, Wang Hao, Secretary of the Municipal Party Committee and Director of the Standing Committee of the Municipal People's Congress, visited Gaoging County to investigate project construction and town office work, visited grassroots cadres and the masses, and paid visits to elderly party members in difficulty. He emphasized the need to conscientiously study and implement the spirit of the Fifth Plenary Session of the 18th CPC Central Committee, solidly carry out current work, make every effort to complete annual goals and tasks, scientifically plan for next year and the "13th Five-Year Plan" development, and strive to create new advantages for county development. Shang Longjiang, Member of the Standing Committee of the Municipal Party Committee and Secretary-General, participated in the investigation.

Gaoging County is the county under the direct contact and responsibility of Secretary Wang Hao. This investigation is a practical action by Wang Hao to take the lead in implementing the "Five Ones" system of the Standing Committee of the Municipal Party Committee, which involves contacting districts and counties, town offices, villages and communities, major projects, and households in difficulty, fulfilling the commitment to visit all towns, streets, and major municipal projects.

Wang Hao and his team conducted on-site investigations at Aosente New Materials Company, Tianheng Nano New Materials Company's annual production of 60,000 tons of nano plastic sheet R&D and production expansion project, the 20 MW photovoltaic power station project of China Power Investment Gaoging Fishery-Light Complementary Project, the On the River Water Park project, and Feiyuan Chemical Company's high-purity new materials project for electronic products. They gained a detailed understanding of the project construction scale, technical level, market prospects, and product uses, encouraged enterprises to focus on production and operation, strengthen technological innovation, and accelerate transformation and development. They also visited the county government service center and social assistance center to understand the handling of administrative approval matters and the work of assisting the needy. They went to the Yellow River Diversion to Zibo Headworks and sedimentation tank to understand the project operation and provided specific guidance.

In Huagou Town, Heili Village, Muli Town, and Luhu Street, Wang Hao carefully listened to reports on the work of town offices and related villages and communities, inspected the mop base in Xinzhuang Village and the land share cooperative in Rujiayao Village, Muli Town, and discussed with cadres and the masses on developing characteristic industries and promoting income increase and prosperity. In the contact point Qingcheng Town, Wang Hao had a cordial conversation with town cadres and inspected the office and accommodation conditions. In the contact village Zou Xu Village, Tian Town Street, he visited the elderly party member Xu Peixiao in difficulty, inquired about his family life, and presented gifts and consolation money.

During the investigation, Wang Hao pointed out that the Fifth Plenary Session of the 18th CPC Central Committee clearly proposed the development concepts of innovation, coordination, green, openness, and sharing. This is our party's new understanding of China's development laws and the ideological soul guiding the development of the "13th Five-Year Plan" and beyond. The "five concepts" should be integrated into the entire process of planning for next year and the "13th Five-Year Plan" development, combined with the implementation of the municipal party committee and government's overall requirements of "one positioning, three focuses," and reflected in promoting industrial development, cultural construction, ecological and environmental protection, urban and rural construction, opening up, poverty alleviation, and improving people's livelihood, leading long-term development with scientific planning. We should comprehensively and meticulously "look back" at the goals and tasks and commitments determined at the beginning of the year, check for omissions and make up for deficiencies, coordinate and advance, compact responsibilities, and increase efforts to ensure the successful conclusion of this year and the "12th Five-Year Plan," laying a solid foundation for next year and the "13th Five-Year Plan" development. Project construction should be taken as the key to planning for next year and the "13th Five-Year Plan" development, striving to plan and implement a number of major projects that have a significant traction effect on regional development. We should concentrate on the construction of ongoing projects, strengthen resource element guarantees, increase the intensity of advancement, and strive to form more physical workloads. We should deeply implement the "30 Measures for Industrial Strong City" and the policy measures for the construction of a cultural city, continue to focus on key ecological and environmental protection tasks, and unremittingly focus on safety production, accelerating the pace of industrial transformation and upgrading. We should unswervingly and persistently build the "three best" city, further streamline approval matters, improve efficiency, and strive to create the best business environment.
